I have had the pleasure of working with many psychologists who have been unfailingly generous with their time and expertise - they have been willing to share their knowledge for no cost. Materials hosted with the PsychologyTools.org logo on them are available in the same spirit. They are distributed under a Creative Commons Attribution-NonCommercial license. This means you are free to download, copy, share, and use the materials - although you can't do so commercially. You are also free to create derivative works. All I ask is that you say where they came from.
